Paul,
The injector fan has it's own sensor in the front of the engine left side of
cylinder head (facing the engine), the circuit that activate the fan makes a
contact to ground.
You either have a faulty sensor, or the wire from the sensor fell off and is
making continues contact with ground, causing the fan to be on all the time,

The injector cooling fan on my car runs anytime the thermoswitch is on. This
runs down my battery (what a current hog!). I removed the radiator afterrun
relay to see what effect this has, since I understand that it keeps the
injector fan from running too long and ...  running down my battery. No
effect.

The Bentley shows some circuitous connection of the hot side through through
the radiator fan afterrun relay, but I don't know exactly how the afterrun
relay controls things. Does it inhibit a circuit until the car isn't running
or merely make sure that the afterrun stops some time after the car shuts
off?
