Air bag recall question 89-92 200, V8, etc.

and on some 89's apparently, there was wiring for the OBD-II connectors, but it
isn't connected. my mech tried to reset mine but it wouldn't.  he has seen
transition cars with wiring and connectors but old style controllers. typical
Audi engineering change transition...

so it's the old style airbag controller with it's own connection.  somewhere.
i'd like to know. i'm guessing behind the dash, but maybe under the backseat with
all the other control stuff that's there?
