How does idle position on the throttle cut fuel?  Is it with the 
throttle switch?  So, it only works if you completely let off the 
throttle?

I should have rephrased my question.  I think the answer you gave 
would mean a yes to my question, or my intended question.

Power output would be higher, if you did not have the richness 
spike, and the air/fuel ratio stayed consistent throughout the shift.  
(meaning both the air and fuel would be reduced when the throttle 
was lifted, while staying at the same ratio respective to each other).
