89 200tq boost, mileage, & scott mockry

Will i had one of my tq's running perfect stock (or so
i thought), and after driving it for a week here's
what i've found

My mileage sucks in comparison to my other 200tq, this
one (only mod is kidney-less exhaust & eibachs) is
getting about 15~17 mpg (vs 19~24).....the other odd
thing is that this one i am consistantly able to hit
1.5 bar, and sustain it for a while until the cutoff
hits (which is just a brief inturuption of power which
resumes within 1 sec)...why this is odd to me is when
my other 200 was stock, I would rarley see 1.5, and
when i did it would be quickly shot down by the
cut-off, in this one , if i back off the throttle just
a little I can stay at 1.5 from about 3500 rpm all the
way to the top of the gear without ever hitting the
cut-off (I am assuming that a chip from SJM or IA will
solve this although i don't want to chip the car till
i am certian it is running properly)(could this be
caused by the exhaust mod?).

and on the subject of chips, everyonr recommended
scott, which after a little research seems to be a
great choice, however, I cannot find him...I sent an
e-mail about a week ago, and have not gotten a
response, anyone have a number or anything?)
