AFAIK Herr Piech's plan goes as follows:

Audi is a sport-luxury brand competing with BMW
Volkswagen is to become a luxury brand competing with Mercedes
SEAT is a cheaper, sporty brand possibly competing with Alfa Romeo, Honda
and the like (remember - in Europe Honda is viewed as sporty and not so
cheap, in contrast to the US "econobox" image).
Skoda - offering good value for money.

Even European press is very skeptical as to Volkswagen becoming a luxury
brand and competing with Mercedes. Now when US market is concerned... I
won't even go into it.
