brake pedal gets slushy when held down

When I keep the brake pedal depressed for 30 seconds
or so, it starts to give and slip towards the floor.
Letting it back up and pumpimg it once alleviates the
problem. is this the pump or air in the line or
something else? 86 coupe gt.
