1990 200TQA no start and timing marks..

    I am very sure I only have one timing line, no  marked "0", on my
flywheel and it doesn't match timing mark on cam belt cover. However the cam
dot is in time with the cam belt cover mark.  If it was timed with that mark
and not the mark on the flywheel how good or bad would the car run?
     I've owned the car for a couple k miles and thought the performance was
OK, except for the hard start and now no start.
    Lately there seem to be many opinions concerning which timing marks are
what.
     I'm leary about retiming the cam due to the non-freelwheeling.
    Again TIA for suggestions.
