There's a gillian things that could cause low boost.  Go to Scott Mockry's 
excellent web site on low boost probs in audis.

Also, are you at altitude/in the mountains?  If the cars are working 
properly but up higher, the boost readings will be lower.

Last, the only mods I know of that will increase boost above 1.3 (the norm) 
are a modified ECU chip and wastegate spring. K&N filters/exhaust/etc. don't 
increase boost.
