New Cooling Fan Won't Work

My uncle has a 1989 100q.  His cooling fan motor seized and melted a few
wires where they attach to the fan.  He got a new fan and relay.  After he
installed them, he discovered that the fan still does not work.  The fuse is
fine and the damaged wires were replaced.  He has the Bentley and has traced
every wire to every source and checked every switch that the wires lead to
with no luck.  Anyone have any suggestions as to why it would not work?
