timing mark on cover

I did a pencil test recommended by Huw Powell and confirmed that first
cylinder in TDC. So, I did not do anything wrong. But crank pulley mark does
not point to the mark on the cover or boss on oil pump. Did anybody noticed
such thing on their cars? Can it be that the car has non stock cam shaft?
