The only thing that comes to mind is the wastegate regulator valve.
Something could be mechanically wrong like a loose vacuum line or leaking
valve. Or possibly software related, like the chip software isn't regulating
the valve properly for the engine load, and thus the boost problems at low
RPMs.

I recently upgraded to a K04 turbo and put in the
matching GIAC chip.  I had some surging problems with
my stock turbo with GIAC chip, and unfortunately it's
now accentuated.  I'm not getting the boost I should,
and if I stomp on the pedal in the higher gears at low
rpms (like under 3500) I'll boost to 15psi, then
rapidly oscillate between 10 and 15psi.  I can hear
the turbo changing pitch as this is happening.  I
think I can hear a boost leak when I'm in the lower
gears at WOT as well, but I can't be sure.  I've
replaced the boost dump valve and the intercooler
piping looks ok.

What else could be causing this?  Another guy is
having the exact same problems...
