Boost problems in my A4 1.8Tq, help!

I know most of you here have older cars, but maybe you
can help me out on this one.

I recently upgraded to a K04 turbo and put in the
matching GIAC chip.  I had some surging problems with
my stock turbo with GIAC chip, and unfortunately it's
now accentuated.  I'm not getting the boost I should,
and if I stomp on the pedal in the higher gears at low
rpms (like under 3500) I'll boost to 15psi, then
rapidly oscillate between 10 and 15psi.  I can hear
the turbo changing pitch as this is happening.  I
think I can hear a boost leak when I'm in the lower
gears at WOT as well, but I can't be sure.  I've
replaced the boost dump valve and the intercooler
piping looks ok.

Has anyone made a pressure tester to pressurize the
intact track and intercooler to check for leaks?  

What else could be causing this?  Another guy is
having the exact same problems...

No fault codes are being logged by the ECU.  I'm going
to try another friends ECU with a different companies
chip this weekend and see if that helps...
