In MN we have the same problem when the road salt fuses bolts and nuts
together. If you're lucky enough to get the old bolts out, replacing them
with new plated bolts and a liberal amount of grease on the threads will help
for the next time. If you can't get the bolts out, removal of the rear lite
assembly / front bumper / license plate bracket is required. When I get to
that point, I put in stainless nuts and bolts but I have only found them in
USS threadsizes - 1/4 x 20. BTW this was never a problem until the convicts
got lazy. We used to get new plates each year and the fasteners never had a
chance to get that rusty. Now you can go for 5 + years with the same plates.
