Couple of my friends have made those <1k$ mods to
their ´89 KV engines ( 2,2l e=10, 136 hp, non cat; almost similar). 
Also they increased static ign. timing advance a few deg:s.

Results were:
#1. Starts and behaves like the stock KV I used to have
#2. The fuel economy was apx. same, or even smaller,
       it all depends on Your right foot. The system effiency 
       is a little better after those mods
#3. They did rev nicer and found some 150-155 hp, if I
       remember -not too much, but also the costs were
       reasonable
