Difficult to get rid of vacuum leak and cooler temp compression.

Two of the vacuum connections on the ISV on my 86 4kq do not seal tight yet
despite my attempts to do so.  The idle is a little rough and when I spray
some WD 40 on either one, the idle increases slightly and evens out for a
moment.  Any tricks to sealing these better?  I have tightened the hose
clamps on both to no avail.

Also I did a quick check of plugs and compression. The plugs are tan to
brown color.  The engine was not hot but did a compression test.  At cool
temperature the compression was 120, 122, 130, 115  and 135.  Putting some
oil in the 115 cylinder brought it up to 150  Perhaps I should do a
operating temp test but is the engine still ok or should I be looking to a
ring and valve job.  The oil consumption is getting up to a litre every 2 -
3 fills at the pump.
