single wire OXS: how it works?

Pre-heat, hence function of the O2 sensor until the exhaust system heats
up. Thus, potentially more bad junk in our air, and failure of emissions
tests if they do a cold start-up. 
For those of us whom breathe air, we'd prefer the 3-wire.
