HELP!

I bought an EPROM chip off ebay for my 1st1/2 89 200tq. After having the chip soldered into  the ECU by a local computer whiz, I went to reinstall the ECU and noticed that there are two severed wires going into the wiring harness - one is darkblue/brown, the other light blue/brown. the dark blue/brown is toward the rear. It could be that they were old and brittle, but it almost looks as if they were deliberately cut. The car ran perfect this morning, before I took the ECU out. The car will not start - displays the OK. 

During cranking, the fuel pump relay clicks a good bit - like its going berserk. after about 10 seconds of cranking, the oil can lights up red on the binnacle display. 

Should I try to splice the severed wires? it looks like they were cut so cleanly. ANY help would be most appreciated. Thanks
