Soldered in?  I really hope a socket was installed.

Normal.  Uncut, one indicates auto tranny and the other CA emissions.

There were two types of engine and ECU used in '89.  Is it possible that
the chip is for the other type?   What type was your ECU MAC11C or MAC14?
Then you'd have to find out what type the chip came out of.
