how do I remove a sheered off bolt

Eezee Out.  They're a device for which you drill a hole down the center of 
a bolt and then tap in with a hammer before turning back out.  Sometimes, 
if you can find a left-handed drill bit (for drilling with a 
counter-clockwise twist), that alone will help remove a frozen-in 
bolt.  The advantage of an eeze-out is you don't have to retap the hole.
