What would be more telling is to measure the voltage across the connections
on the H4 bulb pins, and compare that to what you get between the
alternator output and the alternator body. This will includes any voltage
drop in the ground side as well as those on the positive side. A relay
harness is going to be a nice improvement, no doubt.
One thing of note, though, is that the H4 isn't going to give you a
blotch of light on the road directly in front of you. What you'll notice,
is just how well everything -- the lines on the road, the signs on the
side, other cars, etc., just seem so well defined and clear. There is
of course that sharp cutoff, too.
When you get your relay harness in, go for some 90/100W bulbs and then
you'll have some real lights :-).

Check for marginal electrical contacts, especially on the ground side.
Maybe by changing the headlights you had jiggled something loose.
