the vacuum that runs the cruise system is not sourced form the engine,
so, no this would not be related at all.

I'd look into the ISV, which is supposed to deliver air to control the
idle when your foot is off the gas, and the idle switch (on the throttle
body), which tells the ECU to do this.

The stalling when removing oil cap is good, it means there are no vacuum
leaks in the engine.
