CA emissions regs

The DMV was forced to get rid of the EIF and rebate the money to those who
paid.  They're taking this badly, BTW, and dragging their feet
unconsionably.  It's difficult to part a government from it's money when it
thinks of it as an entitlement.  This happened within the last 18 months or
so.  The court mentioned a number of factors, but prominent was unequal
treatment of people from other states.... the restraint of interstate
commerce thing.  I didn't specify the time period for bring in new cars
because I don't know it.  Our DMV has a website that should have it.  A good
search engine should be able to put it at your fingertips.  HTH, John
