4kq idle/warmup problem

I have a '85 4kq.  It starts up really quick every time, but as soon as it is started i have to keep my foot on the gas to keep the RPMs to about 2000 for 30 seconds or so.  If i let my foot off the gas then the engine will come very close to stalling.  However, during the first 30 seconds, if i dont hold down the gas, the engine will idle at what the tach says is 1000 RPMs, but what is seems to actually be more like 300 RPMs or less... just barely not stalling.

This only happens after a cold start and it only lasts for 30 seconds or so.  The thing that i think is strange is that the tach will say the engine is at 1000 RPMs, when it obviously is much less than that.

Does anyone have any ideas what the problem may be?
