89 Audi 200 QT - Cold Start Valve

Pulled cold start valve to see if it was leaking and spraying Ok. When I cranked car the cold start valve waited a few seconds and then sprayed out a fine mist. No leakage noted. Waited a few minutes and cranked the car again and the cold start valve immediately sprayed.
Query: Seems to me that the cold start valve should not have a delay - is this normal?
Additional info. Let car sit overnight and used volt/ohm meter on cold start connection. Noted that I got approximately .37 volts on initial long crank which jumped up to 12 volts just about the time the engine caught. Not sure what volts it takes to trigger cold start valve but .37 doesn't seem strong enough to trigger anything.
Any help appreciated.
