still looking for help on 98 a6 avant climate control problem

fresh air flows thru the vents with a/c and fan off and i don't hear flap
open/close when i press the recirculation button.  are these related and if
so is the flap stuck open?  is the flap under the glove compartment (like in
type 44's) and easily accessible in the 98 a6 avant?  is there a relay that
controls the flap?  if it's the flap servo, is it easily accessible and
reasonably priced?  what kind of testing can i perform?  unfortuantely, i
don's have a manual.  thanx in advance.  cheers.
