airflow sensor/plunger

 I presently am experiencing poor idle at decelerating and hesitatation at =
initial acceleration from rest position.
I was cleaning out plate / plunger and i noticed the plate travels upward w=
ith an even resistance, but when i release it it falls down with no resista=
nce at all and will bounce off support bracket 2 or 3 times before settling=
 on final rest position. Any idea if this is proper operation.
