'87 5kCSQ: Unknown wire harness under plenum(plastic cover)

Hi fellow Audinauts,
While trying to run down why I have a cold draft(not beer) coming out
in the passenger(US) footwell after the local monkey boyz changed the
heater core. I discover under the plenum, as Scott Mockery calls it, a
wiring harness that goes to nothing. The plenum is the black plastic
cover under the hood/bonnet that covers the heater fan and A/C stuff.
This harness comes out of the firewall on the drivers side(US) and
about a foot into the under plenum area has a black wire with blue
stripe and a brown(ground) wire with individual connectors. It then
continues on about another two feet towards the passenger side of the
under plenum area and terminates in another set of individual black w/
blue stripe and brown wires with connectors. None of these wires are
attached to anything. Are they suppose to be? I have looked in my
Bentley's, but I have never had any luck interpreting his wiring
diagrams. Scott Mockery mentions using a black w/ blue stripe wire
under the plenum as a source of +12 volts and a brown wire as a source
of ground, but do these wires have any other purpose in the US spec.
type 44...the European spec. type 44?? An enquiring mind wants to know.
