still low on boost

Hey list, finally got a throttle switch about a month ago and was impressed
with the results. Previous to the switch I had been getting .9-1.0 bar
max....rarely 1.1. After the switch I was getting 1.3 bar pretty
consistently, but now I don't see 1.3 on the gauge too often. 1.2 is only
seen at very high rpms.
1. At what RPM should I see max boost?  I recall a table on the SJM site
that showed 1.3-1.4 bar at low rpm levels.
2. The car is an '86 5ktq...could the WG spring be worn to the point that I
can't achieve the stock level of boost? I've seen the suggestions about
putting a washer in the cap...would this be a feasible experiment?
I realize I could still have a vaccuum leak or another problem. But the
switch did make a big difference.
