Noisy fan in dash.

I have a niggling little problem and wonder of there is an easy
solution. It sounds like there is a fan in the dash that comes on before
the regular heat distribution fans. Seems to be independent. Maybe just
for defrost?

Anyway it recently started to be noisy. First is started to rattle when
I put on the brakes. Then it started to rattle in time with the turn
indicator. I have 2 possible theories. The battery is low, and my
charger is weak, so that any time I have extra drain on the power, ie
when the brake lights are on or the turn indicators are on, the fan
slows and rattles. 2nd theory is that there are poor connections
somewhere in the circuits and when the these lights are on, the current
is somehow increased and the fan turns on.

Anybody had this problem before?
