that sounds like a job for warm soapy water!

Simple green is also an excellent all purpose cleaner, use a strong
solution and a stiff brush, kinda mop it up with a wet sponge/dry sponge
alternation.

Then let the car dry out well for a day or two.  Rough time of year for
this sort of work!
