Doesn't make any sense to me, but my '86 4kq had a tube (item #22 in the
image here) http://catalog.exist.ru/pic/parts/VAG06316.gif that I
thought went to the cat, but the drawing shows it going to the end of the
downpipe. I'm not sure where the upper end connected. The muffler place
that fixed the exhaust for me on that car several times refabricated the
tube twice and then eliminated it. It kept rotting out and making a fairly
loud exhaust leak noise. Maybe your exhaust has been "repaired" with parts
from a junkyard?
