Quattro recommendation

My friend likes my 4kq and has decided that he wants a Quattro.  In
particular he likes the 90's, especially the 1990-1991 since they have
164hp.  He is definitely interested in upgrading and tweaking his car, so
with this in mind, what would be the best car for him?  How tweakable are
the naturally aspirated 20v's?  He's open to other vehicle suggestions like
a 4000, 80, or 100.  He doesn't want to do a turbo conversion, though.
Right now we're trying to keep our options open by not setting a price
limit, but he wants a very nice low mileage car (80-90k miles).  I'm sure if
he found a really nice one with more miles he'd go for it.  Anyway, I'll
stop rambling so I can get some wisdom from you guys!  Thanks!
