Try Google search on the Audifans.com page.  Someone wrote up a pretty good 
description of how to fix vacuum leaks in the HVAC control box mounted in 
the passenger footwell.  I can't recall details, but there's often some 
sort of contamination that gets into the vacuum lines and results in 
poor/no performance of individual flap controls.
