Indeed a bit tongue in cheek, and also nothing to do with me.

"Booting" is a short form of "bootstrapping", a term stolen from earlier
electronics practice by the pioneers of computing.  It was actually a
radical concept at the time - using a computer's own resources to load
a programme into it.

Sometimes it's taken a bit too literally - I've seen several machines
with footprints on them.

As odd as it seems - one component on a Type 44 (MC and onwards) _DOES_
need booting occasionally; the idle stabiliser controller.
