I bought my '89 200 TQ without the normal (centered) bracket.
The best suggestion I heard was to use 4 pieces of hard plastic
tubing as standoffs to hang the plate vertically in front of the
bumper.
In my case, before I got around to this I had to get my car inspected.
It would not pass inspection without the front license plate, so the
inspector/mechanic used two plastic ties to secure it. It's been that
way for over a year. At least, I think it is still that way.
