Not all Audis in 1991.  Only the 200 turbo quattro (turbocharged)
and the 90 quattro and Coupe quattro (normally aspirated).

If it's a tq then yes.  However, that is true in the US.  I
understand Canadian 1991 200tq still had the 10V.
