Boost helps keep them closed, but if they have a mechanical failure
(tear, etc), they leek.
Ned Ritche once told me he considered the bypass valve to be a tune-up
item, should be replaced once a year along with plugs/rotor/cap.

Don't know where you got this info, but it is not true, bypass valves
*cannot* leak by design from too much boost. The boost actually holds
the valve shut untill vacuum opens the valve when the throttle is
closed...
