Mike,

If the car is in WV you should be able to get a one-way trip permit which 
would allow you to drive the car from WV to your home without legal 
problems. Just contact the local State Police office. The application 
process is painless and the price is quite reasonable. It is also possible 
for the present owner to obtain a replacement title from the WV DMV. If you 
need a phone number or whatever, lemme know. This will cost about $5 ($10? 
- I forget). The title may be necessary before the trip permit is issued. 
Again, I forget. Alzheimer's sucks.

While we are on the subject of legalities, do you have any information for me?

There is a young married couple from Mingo County WV who moved to 
Ohio.  They lived there long enough to establish legal residence.  Then 
they got a divorce.  Now, under those circumstances are they still brother 
and sister?
