200q turn signal relay location?

Fellow Audifans, 
    I got a call from my brother this morning.  The turn signals don't work in his '89 200q.  There is power going to the fuse, but no power to the switch.  He called me to ask where the turn signal relay is, but I can't remember off hand.  Does anyone know exactly where this is located on this car?  I told him to check and see if it is clipped to the back of the cluster, but it isn't there.  It has to be behind the cluster somewhere but he can't find it.  Any suggestions?  Thanks in advance.
