The student in question is a german national - when questioned about how long he
planned on being here, he said 8 years. The customs official simply released the
vehicle to him - which was not the correct thing to do. What should have been
done was a two year renewable restriction on the car. This prevents the car from
being sold, and guarantees that it is either exported or converted to US specs.
Since it was simply released to him with no restrictions, he was able to get a
full unrestricted title with none of the usual heartache...
