Stooooopid headlight question

Of course there are supposed to be one high beam in each light unit, it
is required by law! And almost every European car with dual light units
lets the low beam stay on when the high beams are switched on. It's been
this way in most Euro cars since about 94, examples: RS2, my brothers 96
Golf and 96 Passat, friend with a 95 Saab 9k
