If you compare the required range of motion during
operation of the inner and outer joint, the reasoning
should be apparent.  The outer must be free to
continue to rotate while being contorted in every
conceivable direction.  The inner is "fixed" to the
differential and only needs to adjust "angle".  This
also requires some "length" adjustment.
