Fog lights without headlights?

The switch is all-in-one, but interestingly, the problem isn't in the
switch. You pull out once for front fogs, and twice for rear fogs too. You
can pull the switch out when you have just parking lamps running, but the
fog lamps will not illuminate until you turn right to turn the headlights
on. Given this, I doubt a switch change would suffice.
