timing belt change - advance/or not

Hi. I got my pulley from TAP. VERY easy to use. However, if you keep poking, 
you may be able to find a used one. My brother in law, Master Range Rover 
tech and top scorer in a VW engine performance tuning exam, says he believes 
one tooth on that motor is 19 degrees. A friend of mine with an 86 jetta had 
a problem with sluggishness after 4k rpms or so. We checked the cam timing, 
sure enough, it was off one tooth. But, I can't remember if it was advanced 
or retarded.
I do believe that the pulley is the same for the I5 and VW 8v I4.
