Simple.

Many studios stayed away from DVDs until the market was large enough, and
some people are still holding out (read: Lucas and Star Wars). Why? Because
the debut of a product is given a lot of money for promotion. If your target
audience is too small, then the money is wasted on promotion. If you wait
until the audience is large enough, then you get more return on your
marketing dollar. (I didn't make this up: it's a long use technique, whether
you think it should work or not.)

So, it delays immediate sales for larger future sales.
