For cars with CIS, it's the mechanical air flow sensor plate that controls
the basic fuel delivery, with fine tuning done via the oxygen sensor
input to the ECU, driving the frequency valve on the fuel distributor.
This is true for just about all 5 cylinder Audi gas models with fuel injection
except the 20-valve cars, which use a pulsed injection system. On those
cars, the air flow sensor is a hot-wire mass flow sensor, and the injection
quantity is varied by changing the pulse cycle time.
