Roll cage question...and Rust

Hey all,
  I have a question about the roll cage in my 4KCSQ rally car.  It goes
through the point where the speakers used to be in the dash, and as such, a
lot of the dash had to be removed (see pics at
http://people.bu.edu/paanta/gli.html for more detail).  This causes the
dash to vibrate pretty badly on bumpy roads, and I'd like to remedy this.
An easy way to do so would be to get some steel bar stock (or aluminum or
wood or something) run it under the cut up areas and then weld/bolt it to
the roll cage.  Does the SCCA let you weld or cut small holes in the roll
cage tubing for this purpose?
  I also have lots of stone chips along the edges of body panels that are
rusting slightly, and would like to fix them.  Anyone know of a painter
supply place, or car parts place in the Boston area (or online) that sells
POR-15 or something like that?
