Brakes and too much Brake

Absolutely true.  Moreover, if we're talking about a light car like
a Fox, 4K, or 80 (non-q), the increased unsprung weight from a monster
brake setup (and the necessary increased wheel size to accommodate
such) could be detrimental to overall performance.  Sure, those brakes
probably will probably never fade, but what happens to handling and
acceleration?  When doing upgrades one should consider a setup where
all systems are properly balanced.
