... I have a bit of experience with this in California as the restrictor in
the fuel filler on the Fox broke free from the neck years ago, and I used to
go through the hassle of fitting a replacement when the time came for smog
testing.  The day came when it was illegal to sell leaded fuel in
California, but for some reason the smog "pros" were still testing for the
fillpipe restrictor.  I was a bit mystified as to the rationale, so I
traversed the CARB bureaucracy.  Finally I got a response from someone there
who said that while indeed it is illegal to sell leaded gas for automobiles
in California, apparently there is some gasoline that is available from
somewhere that does not meet the Reinheitsgebot for gasoline making ... plus
having the fillpipe restrictor would save my bacon should I drive the car
into an adjoining state that still sold leaded fuel at the time ...

... perhaps there is something similar going on in Colorado ... AFAIK it is
not possible to purchase actual leaded automobile fuel in the USA ...
