Your 90Q setup should be very similar, if not identical, to 
the 20V type 89 cars. Check out:

'90 CQ 20V  -  wired to run fogs w/o headlights, but the 
  fogs are sitting in a box waiting to have the broken 
  mounting tabs fixed.
'85 urq  -  no fogs
